Make a copy of the part of the image under the text (make a selection of the background, click on the "move" tool, copy and paste without moving the image). Drag the layer below the layer with the text on it (use the "layers" panel, shown here on the lower right, to arrange the layers).

I've turned off the background layer (by clicking on the eye symbol on that layer) to see the area I'm working on.
